Snowmobile North Dakota Board Meeting February, 2010
The Snowmobile North Dakota (SND) Board of Directors Meeting was held at the Lake Metigoshe State Park Office, in Lake Metigoshe, North Dakota.
Board Members Present: President Missy Sjolin, Vice President – Marty Malachowski, Secretary – Laura Forbes, and Director-At-Large – Byron Norsby.
Board of Directors – Sherman Pladsen, Brian Sauer, Dan Tveito, Todd Rasmusson, Tonia Dosch, Greg Strommen, Mark Shipley, Perry Brintnell, Glenn Herz (excused), and Dale Deibert (excused).
Others Present: SND Program Manager – Keri Wanner, Trail Maintenance Inspector – Todd Thronson, NDPRD – Arik Spencer, and NDPRD – Erik Dietrich.
I. President Missy Sjolin called the meeting to order at 10:00 am.
II. Agenda President Missy Sjolin asked for any additions or deletions to the agenda. Keri Wanner asked to add certificate of appreciation, ice safety, North Central Trail and the new Accident Review Committee. Todd Thronson asked to add insurance for cross country racing on trails. Mark Shipley asked to add Lake Region responsibilities. These changes would be added to the New Business under letters B, C, D, E, F and under Committee Reports under letter H. Motion by Greg Strommen to accept the agenda with the new additions; seconded by Tonia Dosch. Motion carried.
III. Minutes President Missy Sjolin asked for any changes to the December 5, 2009 board meeting minutes. There were no changes. Motion by Sherman Pladsen to accept the minutes; seconded by DanTveto. Motion carried.
IV. Financial Reports Keri Wanner reviewed the financials for the Snowmobile Trail Fund and Snowmobile North Dakota. Motion by Byron Norsby to file the December 2009 Financial Reports; seconded Brian Sauer. Motion carried.
V. Reports A. Program Manager Membership Information: Individual/Family Memberships Total: 875 (Reflecting 218 New Memberships) Associate/Business Memberships Total: 107 (Reflecting 25 New Memberships) Total Memberships: 982 (Reflecting a total of 17 Non-affiliated members) Counting All Family Members: Individual/Family Memberships Total: 1,716 (Reflecting 377 New Memberships) Associate/Business Memberships Total: 107 (Reflecting 25 New Memberships) Total Memberships: 1,823 (Reflecting a total of 17 Non-affiliated Members) Pink Ribbon Riders: The event was very successful with approximately 80 participants and raising around $25,000. The final numbers haven’t been received.
Furtle Turtle Donation: Furtle Turtle members voted to donate the funds to the SND Promotional Trailer.
Non-Profit Plates: I have collected 9 applications, we have 41 to go before we can start this program. Forms are available on SND’s website.
Sno-Dak News: Current advertising sales total $25,365.19. This is an increase of $762.90 from last season. Annual costs will decrease by one issue due to the cutting of the September issue. Last season’s expenses totaled $23,350.94 and the September issue cost $2,641.26. Expenses have increased for publishing the magazine this season, so I’m estimating income of roughly $2,500.
B. Trail Maintenance Report: Trail Inspections and Events At the present time all systems have been inspected either by sled or by road. Cattail Trail has now been GPS’d. Trail changes have been GPS’d in all areas except one small section near Oakwood and one in Missouri Valley System which will be done the week of February 22. We have several areas with some signing discrepancies. Attended, helped with planning and set up, and lead one group at Pink Ribbon Ride Plan route, guide groups for MichCanSka
Office Tasks We have sent out mailings to 11 clubs that need recertification for signing. At the present time we have recertified several of them over the phone. The ones remaining have been left voicemails reminding them to contact us. Much time is spent going through helmet cam footage and notes after trail inspections to complete trail reports. Every Thursday time is spent both in office and on the road gathering information and updating trail conditions on the website. Help with Pink Ribbon Riders ride Help deal with groomer issues Todd Thornson spent some time trying to convert GPS tracks to useable maps for GPS units. We are corresponding with the same company that does the map program for Minnesota DNR. The owner of the company has a family member with health issues at this time and we are waiting for more information from him. Indications are that he will make the maps available to us at no charge. We now have our GPS tracks and kml tracks for Google Earth available on the website. If you have Google Earth on your computer open the .kml file and check it out. Answer phones as needed and deal with questions from the public. Attended meeting with the Burleigh County commission and local riders regarding right of way and trespass issues. Plan route for MichCanSka groups in Northeast and coordinated grooming efforts for the three groups. Motion by Brian Sauer to have Todd Thornson to work no more than 5 days, pass the time of his employment end date; seconded by Byron Norsby. Motion carried.
C. NDPRD Registration At the end of January, Arik Spencer stated there are 11,799 registered sleds in the State of North Dakota. We are at 100%. The North Dakota Legislation put into effect last year that dealers are to charge $5.00 for every sled sold. The revenue that has generated from this is approximately $2,800.00. The safety classes are going strong, but the children that are attending is down from years past. NDPRD is going to work with the public to get more children to attend the safety classes. NDPRD is going to also work on planning safety classes several months in advance. NDPRD sold approximately 250 out of state permits, which are up from last year. Eric Dietrich stated they were only able to do 8 sled check points throughout the year, because of the weather. They checked approximately 440 sleds.
VI. Committee Reports A. RTP Equipment Committee Promotional Trailer Funds available for the trailer are $3495.67. The funds came from: $500.00 previously in the fund, $791.00 Microsoft (last year), $375.00 Furtle Turtles, $592.81 Marketing, $467.50 Microsoft (current year). The lowest bidder to have the promotional trailer wrapped was a company out of Dickinson. Their bid was $3400.00. Motion by Byron Norsby to have the company from Dickinson wrap the trailer and for a $100.00 donation the local clubs and associations can have their name or logo on the trailer. The deadline will be April 1, 2010, seconded by Perry Brintnell. Motion carried. Once a proof is received on the trailer, Keri will provide it to the Board of Directors for review.
Equipment Repairs All of the repairs have been completed from the accidents except for the accident that took place last week. A radiator needs to be repaired on the Tucker and Dan Tveito is getting estimates. The RTP will be discussing the issue in reference to equipment being changed without approval. The Cavalier snowmobile club changed drags without getting the proper approval.
The committee has been working with the NE Association in reference to the Tucker that went through the ice. NE Association will have to pay approximately $3000.00 in removal fees that include a broken winch cable, etc. The association’s repair/grooming budget will pay the $1000.00 deductible for the insurance claim. If a piece of equipment owned by the state needs to be removed, SND Trail Program can’t pay for this. The funds will have to come from the association directly. If the association can’t pay for these expenses the funds will be taken out of their second benchmark.
B. Trail Program & SND Budget Committee They have nothing to report at this time.
C. Nominations, Scholarship & Awards Committee The committee proposed criteria for a youth award. Motion by Dan Tveito to approve the Youth Snowmobiler of the Year Award; seconded by Todd Rasmusson. Motion carried. D. Legislation & Bylaws /Constitution, Enforcement & Safety Committee They have nothing to report at this time.
E. Promotion & Membership Committee -The committee is working on the SND website. -The committee ordered 250 SND Decals for advertisement for use on vehicle windows, sleds and trailers. -The committee has been working on the Membership Rewards program. Counting all family memberships there are 1,412 individual/family members, 73 associate business members with a total of 1,485 members. The winner for the Membership Rewards Program was the Red River Snowmobile Club in Grand Forks. -MichCanSka ride estimates 50 people per day and the committee is working with Brian Sauer and Keri Wanner with food and routes. -The committee would like SND to discuss in sponsoring USCC Racing in the future.
F. Employee Review Committee The committee has nothing to report at this time. The committee will be meeting after April 1st when the employee review forms are completed.
G. Steering Committee The committee is looking at cutting down on contracting grooming. As of now there is 776 contract miles and 2100 state miles. The committee would like also to pay $7.00 per mile instead of $5.00 per mile for state miles and $14.00 per mile instead of $10.00 per mile for contract miles. Motion made by Byron Norsby to allow the Budget Committee to pay up to $7.00 per mile for the state miles and up to $13.00 per mile for the contract miles, provided the funding is available; seconded by Sherman Pladsen. Motion carried. H. Accident Review Committee The committee will be working on permanent guidelines for operators operating state machinery.
VII. Old Business A. MichCanSka The guides for the rider will be Brian Sauer, Todd Thornson and Erik Dietrich and there will be approximately 25 riders per a group.
B. Review 2009-2010 Action Plans There will be 11 goals that the committees and the board will be working on this year. We will be working on these goals: -Media relations -Effectively manage equipment maintenance, usage and storage -Communicate the financial responsibilities the program and legal expectations of maintaining snowmobile trails to volunteers. -Continue building a positive relationship with NDPRD and SND. -Effectively maintain trail system -Improve annual state rides -Collaborate with the North Dakota Department of Transportation to promote snowmobile registration -Develop an annual marketing plan to coordinate the efforts of SND and NDPRD -Develop and implement strategies to engage non-active members -Explore ways to engage snowmobile enthusiasts -Continue moving in a positive direction with the Sno-Dak News magazine.
C. Association Incorporation: Procurement wants W9’s Every association needs to be incorporated and needs to fill out a W9 in order to receive land lease payments.
VIII. New Business A. 2009-2010 Trail Information There was discussion on reprimanding the association/Trail Coordinator for not fixing trail signage when requested.
B. Certificate of appreciation Wayne and Dan received a certificate of appreciation for working on the groomer, after it had went through the ice.
C. Ice Safety It is highly encouraged to stay away from the ice if possible. The tuckers can be used for emergency situations per NDPRD. D. North Central Trail As of now Paul Christianson is the only individual certified to groom in the North Central Trail System. The signing issues have not been taken care of on the trail system. They will not be able to groom and the trail is closed.
E. Insurance – Cross Country Racing on Trails USCC will be using SND trails for their race. They will have to get a permit from DOT for the public in right of way.
F. Lake Region The trail system had concerns regarding management and the process used during the groomer incidents. This information was reviewed with the Board of Directors.
The committees will meet in April.
